Recognized by the Minister of Justice as having made special contributions to the Republic of Korea

  1. A person who has received a medal or decoration for contributing to the independence of Korea or contributing to the development of the country (hereinafter referred to as a national meritorious person), as well as their spouse and children
  2. Spouses and children of those who were specially naturalized as immediate dependents of a nationally distinguished individual
  3. A direct descendant (including great-grandchildren) of a national meritorious person who has completed a regular course of study at a domestic university and earned a bachelor’s degree or higher, or who has worked, resided, invested, or traded in Korea for at least two years. 
People who contributed to the development of the independence of the South Korean nation
  1. A person who has received a medal or decoration for contributing to the independence of the Republic of Korea or for contributing to the development of the country (national meritorious person) and their survivors or family members
  2. A person who has been appointed or commissioned as a member of a government or local government and has continuously served the public interest for at least 5 years
Who has contributed to improving international relations and enhancing international standing
  1. A foreigner who has been stationed in Korea as a member of a diplomatic or consular organization and has made significant contributions to the promotion of friendship between Korea and the country to which he or she is assigned or to the promotion of culture and friendship between countries.
  2. A person who has made significant contributions to the advancement of the status of Korea by serving as Secretary-General, Deputy Secretary-General, or an equivalent or higher position in an international organization to which Korea is a party.
  3. A person who has contributed to the promotion of international exchange in the economic, social, cultural and scientific fields of Korea
Contributions to society, welfare, and employment
  1. A person who has made significant contributions to the social development of Korea in the field of social and welfare and has been recommended by the relevant minister.
  2. A person who has contributed significantly to the development of social welfare in Korea by volunteering in the social welfare field for at least five years as a clergyman.
  3. A foreigner who has been continuously residing in Korea for more than three years as an auditor or director assigned to a foreign-invested enterprise located in Korea by a foreign corporation that has invested more than US$5 million under the Foreign Investment Promotion Act.
  4. Grant permanent resident status to one executive for every 10 nationals employed full-time, but only for a maximum of 10 executives per corporation
  5. 10 executives are granted permanent residency and then vacancies occur due to return or loss of permanent residency.
Who contributed to the safety of the country, social order
  1. A person who has contributed to the safety of the country by providing important information such as leaks of state secrets or high-tech industry information, terrorism, etc. and has been recommended by the head of an organization related to foreign intelligence.
  2. A person who has made significant contributions to the detection of international criminal organizations, including international human trafficking, narcotics, smuggling, and passport forgery, and who has been nominated by the head of a centralized investigative agency (Director of National Intelligence, Prosecutor General, or National Police Commissioner).
Other contributors to the field
  1. A person who has made significant contributions to the protection of the public’s life and property from crime, disaster, calamity, accident, etc.
  2. A person recognized by the Minister of Justice as a person who has made significant contributions to the development of the country and the promotion of national interests that fall under the above, such as cooperating with the national policies of the Republic of Korea.
